The neosporin here is the general antiseptic cream - so instead of dettol or betadine. Yes, it is script only in Aus. Here, they recommend only using it for the first 24 hours, because after that it kills the new cells trying to heal the wound. And I think in general, not recommended for under 2yo. which should give us some inkling into the strength!!
